India’s new tariff rule on rice exports from May 1, 2025 – What exporters need to know.

India is preparing to roll out a new tariff framework for rice exports starting from May 1, 2025. This move is expected to strengthen India’s global position in the rice trade, particularly in the premium segments like Basmati and GI-tagged varieties. The new structure will introduce a fresh classification system that organizes rice by its processing method, variety, and GI (Geographical Indication) status.

India’s Commerce Ministry is actively working on streamlining rice exports. Jitin Prasada, Minister of State for Commerce, emphasized the legislative backing behind the change in his written Parliamentary reply:

“The new tariff items have been created by amending the Customs Tariff Act, 1975, effected through the Finance Act 2025, passed on March 29, 2025.”

As per the revised system, rice will now be classified into three major categories — processing-based (such as parboiled), variety-based (Basmati and non-Basmati), and GI-tagged varieties (registered under the Geographical Indications Registry). This reform is expected to improve the clarity of export documentation and help with precise product identification across borders.

Industry experts are applauding this development. Ranjit Singh Jossan, Vice President of The Basmati Rice Millers and Exporters Association, noted that over 20 GI-tagged rice varieties from more than 10 states will directly benefit. These varieties, protected under the GI Act of 1999, are now poised to gain more authenticity and better branding in international markets.

He emphasized that this update would help exporters navigate the system more easily, reduce ambiguity, and offer transparent trade practices. Additionally, it supports rice exporters’ longstanding request to categorize premium rice varieties for better market differentiation.

Exporters have been advised to align their documents and codes with the new classification before the May 1 deadline. Furthermore, this policy marks an important milestone in India’s efforts to preserve its rice heritage and ensure fair recognition for quality rice in the global marketplace.
